WHO we are
The CamEO Partnership
The CamEO Partnership is a collective group of individuals and organisations, working together to improve the rivers and surrounding land across parts of Cambridgeshire, Norfolk and Suffolk (Cam and Ely Ouse river catchment).
The vision of the CamEO partnership is to improve the quality and resilience of the water environment in the Cam and Ely Ouse catchment and, in doing so, protect and enhance the benefits it provides to communities and businesses. We will achieve this by co-creating a shared understanding of the what is happening in our water environments, in a way that engages and empowers communities and interested parties to deliver positive action whilst working together.
The partnership is intended to be inclusive and operates at both the catchment and sub-catchment scales, providing strategic direction and local connectivity to communities. By working collaboratively in this way, we aim to align the interests and resources of public, private and third sector organisations to maximise the delivery of sustainable environmental improvements for the catchment. The scope of CamEO encompasses 5 river catchments; the River Lark, Little Ouse and Thet, Cam, Wissey, and South Level in the East of England. Together, these basins are operationally known as the CamEO partnership, which is co-hosted by The Rivers Trust and Anglian Water.
The role of hosting the catchment includes formal reporting, and the partnership is responsible for the delivery of any management required to ensure that the catchment is in a favourable condition as defined by the Environment Agency and the EU Water Framework Directive (WFD). However, primarily the role is as a facilitator in order to enable the development of inclusive cross-sector partnerships between stakeholders and local action groups who operate at local scales to delivery the work programmes below.
The activities of the CamEO catchment partnership are supported by the Water Co-Governance (WaterCoG) project, a European project (EU Interreg VB) that brings together professionals from Sweden, Germany, Denmark, Netherlands and the UK. The wider ambition of the project is to understand whether, by working together, partners and communities are able to manage ecosystems, across the North-Sea region, in a sustainable way.
CamEO works with several partner organisations and community groups from across society to help improve the health of the rivers. We work with enthusiastic partners who have the skills and knowledge to deliver sometimes specific environmental improvements with the help of local communities.

WHAT we do
The vision of CamEO is to improve the quality of the river habitats and the wider ecosystem. This is brought about by following CamEO’s annual action plan. It is written by the co-hosts in consultation with the sub-catchment partnerships, who sign off the action plan each year. The plan is aimed at enabling sub-catchment partnerships to deliver improvements in their local areas, therefore sub-catchment partnerships will have their own action plans/aspirations. CamEO’s work can be split into 2 sections:
Functional work
The Catchment-Based Approach (CaBA) is a UK government initiative, driven by the Rivers Trust throughout England and Wales.

Functional work
- Regular meetings with our partners and technical groups to ensure the action plan is being delivered.
- Advise to landowners and members of the public. This can also involve attending outreach meetings and events.
- Coordinating and attending events to reduce the spread of invasive species
- River restoration projects

CaBA is a framework that creates partnerships; a place where individuals with varying interests to come together to discuss localised river management. It is a clear response to the challenge of the Water Framework Directive (WFD) and marks a step-change in thinking. Decision making has moved from being very centralised (within mainly government bodies) to being extremely inclusive and community-driven. This is a fantastic approach that will allow partners to work collaboratively to deliver multiple environmental benefits for great value by combining resources and expertise.
